resulting in much cheaper premiums while preserving market forces.

Healthcare costs have increased disproportionately to the increase in wages. Catastrophic healthcare insurance is the logical solution to our dilemma.
Medicaid could remain in place to protect our poor. Medicare (the program that protects those 65 and over along with our disabled) would cover all Americans in the case of catastrophic events.
While the Medicare surcharge would have to be increased, everyone except the wealthy would pay less. Single-payer catastrophic coverage would assure that those who need medical care the most, will have access to it.
Many workers are paying almost 30% of their wages for health care.
The Universal Safety Net already exists - Medicare.
